The Ministry of Health, Puntland State of Somalia agree set the Millennium Development Goals Declaration at the millennium Summit in September 2000.

The declaration set Millennium Development Goals (MDG's) which are sets of quantified and time bound achievable goals, agreed on by all UN member states in 2000, for dramatically improving the human conditions by 2015. MDG's set internationally accepted targets for reduction of income and non income poverty and are expected to form the core of national poverty reduction planning processes.

The MDG's comprise 8 goals, 18 targets and 48 indicators. The ambitious global targets set for 2015 are as follows:

• Halving extreme poverty and hunger
• Achieving universal primary education
• Promoting gender equality
• Reducing under five mortality by two-thirds
• Reducing maternal mortality by three quarters
• Reversing the spread of HIV/AIDS, Malaria and TB
• Ensuring environmental sustainability
• Developing a global partnership for development, with targets for aid tradeand debt relief.

Millennium Development Goals place health at the heart of development. While three of the eight MDG's goal relate directly to health, all others have important direct effects on health. That is because of the now well established interrelationship between health and development in general. It is on this weight that out of the 48 MDG indicators of progress, 18 of them measure health related progress.

MoH Puntland Vision and Strategy

By the end of 2015, state and regional health authorities will have acquired a strong technical, managerial and financial capacity will rely on improved management systems and will be able, with the support of the other partners-including external agencies and private health care providers-to lead and sustain:

The future increase in coverage and improvement of quality of basic health care

• The development of efficient health systems

The progressive reduction of in equality in access to basic health services by:­

• Rationalizing and consolidating health care delivery
• Feeling some of the most serious gaps in service provision
• Putting in place the building blocks for sustained recovers.
